You can take the cable-TV tuner or you can set very strict parental control.
Internal: Not as such
Although you can remove the TV antenna and restore the channels .. Well, aside everything he knows. Then leave the device.
Also, the antenna cable is reconnected, it would need somebody to rescan / RETUNE for the channels visible again.
